You could theoretically open up the PDF, save it as a TIFF, and then OCR the TIFF into Finale. But:

1. I'm not sure whether the free Acrobat Reader will let you save a PDF as a TIFF, although the full version of Acrobat does.

2. The music OCR process is iffy at best. If you're hoping to scan something in, change the key, and print it back out, you're being very opimistic. Once you get the music into Finale, you'll still have to proof and correct it, which can sometimes take as long as entering the music from scratch.

3. Some people have reported better success with a music OCR app called SharpEye than with the software that comes with Finale. I've done only very cursory trials, but I would tend to agree.
