[Finale] walking notes

I'm working on a score, and I cannot seem to get Finale to allow me to do this. I have a piano staff, and I would like to have a sustained halfnote chord with walking eighth and quarter notes above it.  Finale will not let me do this right now, and I was forced to tie a whole bunch of eighths together on the bottom to make work.  How can I fix this, or is it just one terrible fault in Finale's programming.
