This is an archaic (and wildly inaccurate) way of notating swing rhythms. There are lots of old big band charts written using this notation, but it is never meant to be interpreted literally. It means the same thing as the indication "Swing" above even eighth notes. And even Brubeck hasn't used this nomenclature in years.
