If I encountered this neologism I would take it to include all of jazz, world music, roots music, and anything else not sold on the ground floor of the record store.

Yeah, Tower Records is a record store. Just like your radio has a dial, and records/CDs come in albums, and Finale is for engraving music, and so on. There are numerous terms that survive the technology that gave them birth, and "record store" is certainly one of them.
