Yes, but in defining a staff style, you get to choose whether or not 
those things are visible or not. If they are visible, yes, they 
should be used for spacing. If they aren't, they shouldn't be.

Am I the only person who prepares files for playback in this fashion? 
I'm pretty sure I got this technique from recommendations made by 
members of this list.

Yes, but that will only work if the only thing I have in that layer 
is hidden notation. I'm using layer one for the playback text, and 
layer 4 for the printed text where there is a departure between the 
two. If I were to switch and use layer 1 for the printed text and 
layer 4 (or any other layer) for the printed text, I'd then have to 
set the key velocities of the layer 1 measures to 0, which is a 
damned pain in the ass, as I've found from working with situations 
where I had 0-velocity notes before.

Of course, it's not as bad as dealing with manually spacing dozens of 
measures in dozens of pieces.

I guess with layer 4 not affecting spacing I could use blank notation 
applied to layer 4 to hide it, so I wouldn't have to worry about 
that.

Of course, the easiest thing for me to do today is to just hide all 
the notes in my current layer 1 (regardless of whether or not I 
remove the blank notation).

This shows how screwed up the use of templates is.

Subject to great error, and a non-permanent change.

I don't know what I'll do. If there was a plug-in to hide notes, I'd 
use that on my blank notation, and that would fix it.

The other option is to move the playback layer to another layer and 
turn off spacing for that layer, but that will only work in pieces 
where I've not used up all the available layers (which I mostly 
haven't, because I'm no big fan of layers for multiple voices).
