In WinFin, as you drag the triangles, the status bar at the bottom shows you the offset in your current measurement unit. The offset for both above and below staff baselines appears to be calculated from the center line of the staff. (IOW, if you wanted the baseline right at the top or bottom of the staff, the offset would be 2 spaces, or whatever the equivalent is in other measurement units.
