Sibelius can already import (not always wonderfully) Finale files so there isn't a need for a MusicXML import plug-in for Sibelius, just a MusicXML export for Sibelius, which is a separate plug-in for which you have to pay.
At least I did -- the musicXML allowed me to take the already-entered data from Sibelius and use it in Finale, once I realized that Sibelius and I am not ever going to be on the same page, data-entry-wise, and that I could enter the music far more rapidly and accurately using Speedy entry in Finale.
