In fact, I've already asked Tobias to program something similar, namely a plug-in for creating mid-measure repeats.

Quoting myself:

Actually, all we need is a relatively simple plugin, which can split and
join measures. Ie, select a measure, call plugin, tell plugin the split
point (ie after second quarter), click go. The plugin creates the extra
measure, moves over the relevant notes, corrects the time sig (including
restoring the displayed timesig), and if possible even adjust the measure
numbers (optionally).

This would be ever so useful, for split bars over system breaks, but also
for repeat barlines inside measures and similar situations.
