It seems to me that it's a QuicKeys-type thing; kind of a reworking of the shortcuts preference panel from 10.3. But that's just the vibe I get from that page... Xcode seems (to me) to be more of an AppleScript-capable sort of thing.
Now that Dashboard thing... it looks like it's just Konfabulator integrated into the OS instead of requiring a separate application. Also, I think I've seen a shareware program that does something like that Spotlight thing. This reminds me a lot of Palm OS-- OS5 incorporates a lot of third-party hacks directly into the operating system, like 10.4 seems to be doing.
