the other part to the solution is of course finding out why it is sometimes impossible to delete certain unused shape expressions and repair this flaw.
One reason why some expression cannot be deleted directly is because their descriptions consist of other Finale elements. So those elements and their sub-elements must be deleted first. However, it cannot be efficiently determined if those sub-elements are used in other expressions or in other places in the score (implies a complete document scan for every possible place where each individual element could occur).
I used to be able to do this maybe up to about Finale 98 or so. It was time consuming because I think I had to go into the text expressions and delete the frame styles and then remove whatever the main text expression list. But somewhere along the line it seems to me there was a mutual dependency introduced such that the "parent" referenced the "child" and the "child" referenced the "parent". I just gave up.
