The term is fairly new to me as well. I've heard it before, but not a lot; here I was just following Darcy's lead.
When I'm in copyeditor mode, I have strict standards for using quotes around something that isn't a quote. It always triggers the question, "Is there any good reason for the quotes here?", and nine times out of ten the answer is no. But when I write I can be sloppy. Like so many other things, I suppose.
