I'm not sure exactly what you're after, but there are a few different ways of doing something like this. The most direct would probably be to create something with the custom line tool; you can set this to the exact length you want each time. (I'm assuming you want the line to be adjustable, not the length of the bracket ends.)
What are you using this bracket for?
