But, the way I read the original post (and I may have misunderstood what he was looking for), he wanted only two 1/2 notes per measure beamed. However, if he did in fact want two sets of beamed half notes in one measure, TG tools will work very well for that.

No need for the workarounds. This is exactly what the TGtools plugin does that comes with Finale out of the box. I'm not in form of Finale at the moment but it's something like "easy tremolo" - it provides the option to provide correct playback as well.
I used to use the kind of workarounds that have been described so far and the TGTools version is much quicker - has saved me hours!!

Well, that's exactly what he means, and Karen's workaround is one which I myself have used in the passed. It's not at all complicated for what it does.
