Dear Dan,
The simplest way to do this is to set up Region 1 with Measure 2 through 998, then in the box for "First Measure in region" enter 1. This will begin numbering with the second measure and call it Measure 1. You will not get a zero for the first measure, however - but you probably don't care about that anyway. Remove a check from "Hide First Measure in region" if there is one. This will allow you to show a 1 for the second bar.
