Not exactly. You can have slashes in Layer 2 and notes in Layer 1, like I said. You can have blank notation in Layer 4, and notes in Layers 1-3, like Chuck said. You just have to pick which layer you want your staff style to apply to when you create it, and make sure the "items in other layers" etc are set to display.
You can apply multiple staff styles to a single measure so long as they don't conflict.
It's true that you can't have *conflicting* staff styles in the same measure -- for example, you can't have both rhythmic notation and one-bar repeats in the same measure (although I'm not sure why you would want to do that).
