Probably not the answer you're looking for, but one idea which is certainly cheap is to learn HTML and just type up all your code in a text editor. I know I'm not the only one who does that. With a well organized plan for templates and style sheets, it can be practical even for a large site.
There are lots of HTML tutorial resources freely available on the Web.

There may well even be some freeware text editors aimed at HTML which will highlight html tags to ensure that you enter the closing tags and can help you in other ways, without the need for using a web-page design program.
Just as an aside, Andrew, you should consider installing each of the most popular web-browsers on your computer and be sure to test each page in each browser to be sure that the pages look the same and work the same in each potential browser your site visitors will be using. It can be very scary to get something working in one browser and then have a visitor contact you with a comment about how impossible you site is to use, only to find out that you designed it for Internet Explorer and they were visiting using Netscape.
Also have some friends who use various browsers visit your site and give you feedback.
HTML isn't hard to figure out, there are some very helpful books which make it much easier than it at first appears. I have gotten a lot of mileage out of HTML for Dummies as a first book and am gradually delving further. My web-site is functional but not fancy and certainly is not a contender for any web-design awards other than boring, but it works, all the links function and it works the same in Netscape and IE. Now in my spare time I plan on fancying it up a bit, but still working hard to keep it quick-loading and functional with a dial-up connection.
