Here's what I'd do:

- In the staff attributes, disable the display of clefs and time signatures.
- Create a new staff, which only shows clefs and time signatures (make it 0-line, uncheck "Display Rests in Empty Measures, uncheck all the items to display apart from clefs and time signatures).
- Using the Staff Usage dialog, put both staves at exactly the same height.

is there a way of correcting this without resorting to measure-attached expressions for the time and clef, and adjustments in the parts to the space at the beginning of the measure?
