Sorry, to be accurate, it's Create>Bar>Single, but you can put it wherever
you want, and then just hold Ctrl-Shift and keep hitting B for as many
inserted bars as you like.

I'm sorry, I meant to change the name.
Sibelius has always lacked the ability to insert notes
or measures. You can work around it in the same way
that you could if Finale didn't have insert, it's just
sort of annoying at times. I think it still has this
shortcoming though - not sure.
