You'll have to add an extra measure, so that there's a barline in
between the "first half" and the "last half" of that bar. Make both
measures 1/4 and hide the time signatures via the measure tool (or you
can make them both 1/4 measures that display as 2/4).

Then, if you care about measure numbers, there are two things you might do:
1) In Finale 2006 (which I believe you are using, since the background
is not pure white), use the Measure Tool to uncheck "Include in
Measure Numbering" on the "second half" bar.
2) In Fin2k5 and earlier, define a measure number region to include
measure 1 through the "first half" bar, and another region to include
the bar after the "second half" bar through the end. The second region
will have to have the "first number in region" offset by -1 so that
the second 1/4 bar will not be given a number.
