It's not a particularly easy thing to do -- whatever method you use, it will require some manual tweaking for each time sig.

You should take a look at Tall Metric Fonts ( http://hometown.aol.com/loudfonts/TalMetri.htm ) These are, as the name suggests, tall versions of time sigs in different heights. They are used by essentially hiding the regular Finale time sig and then placing Tall Metric time sigs as expressions.
