I just tried this with the Sibelius demo: I entered a whole note in 4/4 time and started adding figured bass. The figures are automatically placed on the four beats of the whole note, unless I use the Space bar to jump a beat. I couldn't work out (with a 5 minute time limit) how to get a figure between two beats.

Sounds good - at least much better than Finale. And it seems to be a genuine figured bass tool, which is what we are asking for. Can you put figures at a given position between two bass notes, e.g. on the four beats of a whole note?
