Sorry, wasn't thinking straight. Of course you're right -- they are provided by the application, not the OS. I'm just so used to seeing them in every single Windows app.

To be fair, though, I wouldn't say that they're built into MS dev tools -- at least not exclusively. I use Borland Delphi, which lets you do the same thing. You can also set the AutoHotKeys property of a menu, which automatically assigns non-conflicting hotkeys to menu items, if possible. I think that's what I had in mind when I mistakenly said that the whole thing was automagic on Windows.
