I checked files that began life before 2003 and those that began life in 97 and 2003, and all of them have both 3.5 EVPUs for staff lines and barlines. Your settings make the staff lines way too thin, seems to me.

Well, ymmv, and printers may be different, but I actually arrived at these settings by comparing numerous printouts to Henle and other publications. 3.5 seems much too thick to me.

Finale used to have much thinner lines, way too thin.

One thing that bothers me about staff lines is that the thickness remains constant even for reduced staves, but staff lines are reduced in size. I can understand why, but it doesn't look right to my eye. It seems to me that barlines that are entirely within a staff group that has the same % reduction should be reduced accordingly.

It took me a while to work out what you meant, I guess you mean barlines in the first line. Personally I think the way they do it is right, I wouldn't want different thicknesses of barlines in different parts.
