I'm trying to picture it. Seems as if the pickup to the 2nd section is the latter part of the preceding measure, and as a partial measure should not be numbered.

I'm with John on this one -- the measure which ends the first section should be counted and should be only a partial measure which is lacking in the pickup beats into the second section. The first full measure of the second section should be counted with the next measure number following the final measure of the first section.

Finale will count every measure which you have not used its Pickup Measure tool to build as being a full measure with its own measure number.
