As Entourage composes with propriety encoding, as we all have seen
single quote becomes "1" and opening double quote becomes "2", while
closing double quote becomes "3" when viewed the message with non
Microsoft products, Entourage does not go by the rule.

This means he is sending HTML encoding.
You are sending plain text message as your header shows:
Content-type: text/plain; format=flowed; charset=us-ascii
