That's not the same thing at all. I mean adding space between whatever
of these three comes last at the beginning of the system (clef, key
signature, time signature) and the beginning of the music proper. This
can easily be done with the Measure attributes, but that means going
through each first measure of every system in the score, and all the
parts, and adding the space. Something I'm sure a plug-in could easily
do. I wrote to Tobias, who asked if there wasn't a way to do this in
Finale. I don't know of any, hence my question.

Page View, Page Layout menu, Systems, System Space Before/After Music.
You can specify a system range or apply your setting to the entire score.
