Both Sibelius and Finale are sequencers in that they both have functions
which allow you to play the music in, and they record just what you
play. And you can layer musical line after musical line until you have
a complete score if you wish. both of them lack much of the functions
of typical sequencers such as Cakewalk/Sonar or PowerTracksPro or
MasterTracks or Cubase or any of the more common sequencer applications.
Editing once the data is entered is done almost entirely by
manipulating the notation data, although Finale does have a very arcane
Midi tool that allows editing of data at the midi level.
Neither are samplers in that they allow you to record samples and then
play them back. Both include sample-playback engines. Finale includes
two different types, one playsback soundfonts and the other is Native
Instruments kontakt player and a special "lite" version of Garritan
Personal Orchestra. Sibelius includes Native Instruments kontakt silver
and allows the extra-cost add-on kontakt gold (both players, not
samplers) and Sibelius has recently added the extra-cost option of
buying a Sibelius edition of Garritan Personal Orchestra (Sibelius
actually copied Finale's lead for once! -- those GPO folks have very
good marketing people!)
