I don't get what you are trying to do then. I have a score set up, where
there is a big 5/4 that goes through multiple staves. Then in the parts,
they have a different time signature size.
I'm not sure what you mean by vertically position score and individual
staves. There is that option in Document Options->Time Signatures......

have them show on most staves, this means they don' show in the parts either.
