That is the solution that Finale provides. Another solution would be
to define all the staves without time sig and then apply a staff
style to each part to show the time sig.
hm... possibly an option. kludgy but yeah it would be quick enough,
and now that i know about this bit:

on" but have actually never thought of trying that out.
My Mass Copy plugin can seletively clear copyable or non-copyable
staff styles, but this is probably not granular enough for your
needs.
not at the moment but i see how it could be handy, thanks for
mentioning it. yeah every once in awhile i think it is good to open
up the plugin menus and see what we've forgotten or overlooked they
can do.
On the topic of controlling the size and positioning of large time
sigs, I have often used special zero-line staves for this purpose.
Depending on where the time sigs should appear, zero-line staves
often work well.
yeah i think this is the only option, they should appear above the
staff (using a 0-line staff as you suggest) but then you get the
extended left barline sitting in the air problem. the only solution
would be to not have the time sigs above and in the middle (as i was
planning), but to have them around 1/3 and 2/3 down... if they are
large enough it might be okay. related info: the conductor had a
look at the score and said yeah it would be cool if i could get to
doing the large time sigs, but that he is used to putting them in
himself, apparently many to most copyists/composers don't bother with
it (!).
