Velocity only affects the amount of accent. If you have a velocity of
127 and a CC#68 value of 1, the sound will still be extremely soft.
Manually increasing the velocity in Finale won't correct balance
issues for GPO sustaining instruments -- it will just make the notes
more accented. Again, the proper way to correct balance issues is to
use the mixer.
