Yes. It's called a compound time signature, and the procedure for creating it is detailed in chapter 12 of the Users manual. If you did a complete installation, you should be able to access this chapter by selecting "Help" on the drop down menu and selecting the first item of the men, "User Manual". If you can't find it from within finale, do a search on your machine for a ~.pdf file named "TimeSigTool.pdf". The information on how to create a composite time signature is detailed beginning on the lower part of page 10.
