Indeed they are. David Packard is, in fact, quite closely involved in 
the daily running of the CPE Bach edition (for good and ill). 

But they won't put it up for free until the edition is finished and 
has been sold into libraries. The only reason the NMA is up is 
because there are no longer many sales to be made of the whole 
edition, whether in hard cover or in paperback. At this point I would 
expect their greatest income is from hiring out the parts.
