If you want to use 33, I believe you need to put both 1 and 17 to the
first measure.  Do you not think?

I have been know to do this, in order to facilitate starting a rehearsal segment from the beginning of, or from within the second time through. It's fussy, and maybe redundant, but I have done this sometimes. However, Lately I have simply used one number per measure.
