When you enter any data in a measure, MM thinks that you put it there because you want it to show for some reason. That's logical, in my opinion, otherwise why bother entering it in the first place. And since you apparently want to be sure that item (whatever it may be, rest, note, expression, whatever) MM has decided not to include that measure in multi-measure rests, lest you bombard them with complaints about how the single whole measure rest you wanted visible has been enfolded into a multi-measure rest.

This is a no-win situation for them - a sort of "damned if they do, damned if they don't" situation.

On the other hand, for those situations where you use the measure tool, manually select the measures and tell the program to create the multi-measure rest, I think they should allow you to include ALL your selected measures in the rest, even those which have notes in them. If YOU select it, it should be included, regardless.
