I had the same problem, and like Dennis suggests, copying "synthgms.sf2" from a previous installation of Finale into the Component files directory of Fin2007 solved the problem. What confused me was that I couldn't ever remember being given a choice to install this file or not. Was there a choice during the installation process?

Check to see that the "synthgms.sf2" is installed in the
"Finale2007\Component Files" directory. I got that message, and was told to
check for it. It didn't install with mine the first time, so I had to get
it from a previous installation.
