I have to take this back.  When I saw this, Parallel Modal Interchange
came to my mind right away, but the voicing itself suggests 4th voicing,
and preceded C69 was also voiced in 4th.  I am on site right now, and do
not have access to anything plays chord for me to check, but I am now
convinced this is a F7(sus)/G.

The chord symbol is all about communicating what chord scale is called
for as well as what mood is called for by way of voicing.  I believe
there always is one best way among many other possible ways.  It is
psychological too.
