You're right that the behavior is as always. Thanks for pointing that out!

But, in 07 or 08 when I do as you suggest:
select a bar to change to 2/4
select the second of the new 2/4 bars to change to 4/4 and "rebar music"
I end up with only two beats of music in the first new 4/4 bar.

It seems that Finale reflows successfully when it has too many beats
but not when there are too few.

So, the question now becomes, How do I change one bar to 2/4 and flow
everything over by a half-beat.

BTW: This is now all rhetorical, as I approached the issue in a
different way in my work flow. But, enquiring minds need to know!

This has always been the way the program worked, if you select a single
bar for the time signature.  What you need to do is to select from the
second 2/4 measure, the one you don't want, all the way to the end of
the score, change it to 4/4 and be sure "rebar music" is checked, and it
should neatly end up in 4/4 as you wanted.
