That's right. You have to double click on it "fresh". You want the dialog that has all the options, no the one that just shows the list of clef definitions.
Actually, I just remembered there is much easier way. Using the clef tool, Select the exact region where you want the clef to be in effect and then hit the metatool. Finale inserts clef changes as needed exactly at the endpoints of the selected region.
