The problem is that Finale out of the box simply has no support for figured bass. Any of these methods has its shortcomings, and is designed for a fundamentally different task. The only practical way I find with Finale to enter more than very basic figured bass is to use highly sophisticated custom fonts, which Music XML cannot be expected to understand.
The solution for this very special dilemma is simply for Finale to get a figured bass tool or some other way of directly supported figured bass. Since it doesn't have it, no converter can cope with it.
