Of course.
If you go to Amazon.com, for instance, there are many, many products
that are not for export (even to Canada). It's up to each company to
determine where their products may be sold (except in those cases
where there are regulations prohibiting the export of that product
entirely), and it's up to the third-party dealers to comply with
these export policies.
