The configuration files have a new location in Finale 2011. Finale should copy all the necessary files to ~user/Library/Application Support/MakeMusic/Finale 2011/ but in some cases this doesn't work correctly. To make things worse, there are several pages in the manual that still give the old location (I've alerted MakeMusic about this).
The solution is to be found here: http://makemusic.custhelp.com/app/answers/detail/a_id/4085/ Download the "copyFinale2011files.tool" from the link on that page and run it.
