No, those on the left are "preferred" and the word "not" between the right
and left examples means that the ones on the right do not fill the space and
are not preferred.
Yes, but the (correct?) left example doesn't fill the vertical space
either? When zooming in to 200%, there's a clear vertical gap there
while the "Placing time-signature changes" fills the gap.
