No, those on the left are "preferred" and the word "not" between the right
and left examples means that the ones on the right do not fill the space and
are not preferred. At least that is what I'm gathering from the text and
examples which seems consistent if you look at the PDF's first page where
the time signature follows this rule. If this is the case, then the examples
used for "Placing time-signature changes" doesn't follow the "preferred"
method.

I'm not agreeing or disagreeing with the style (house styles are house
styles), I'm just trying figure out if this inconsistency happens throughout
the examples in a book that claims...
