What you do is to create the 3rd staff, which Finale will only allow for the entire work. Then you optimize the file and be sure to check the option to remove empty staves. This will remove all the staves except for the sytem (or systems) where you have notes entered on that 3rd staff. Then you use Staff Styles for any empty measures on that remaining staff because they are on the same system or systems which have the 3 measures with music in them. -- David H.
