Please forgive me for mentioning this, but the 
tool works perfectly in Sibelius, like much else. 
And they do fix problems as they get to them, 
sometimes very quickly indeed, and are willing to 
tell you when they are on a priority list or are 
unlikely to be changed.

But of course the original poster didn't 
necessarily want a smaller staff added, but a 3rd 
regular sized staff.

There was a lot of grumbling (and I was one of 
the grumblers) when Sibelius 7 came out with a 
totally new and different user interface, 
something like Finale's arbitrary changes in its 
user interface every year.  It was just an 
unexpected shock after being so amazingly 
consistent over so many years.
