I haven't worked with the Ossia tool in forever, either, because people 
constantly have reported problems with it. I just tried it, and as 
always, you need to add extra measures to the end of the score to serve 
as the source for the music which will be in the ossia measures.

the Ossia tool doesn't work like I think it should which is to simply 
add a blank measure above the measure you indicate, and allow you to 
enter what you want in it.

Nope, the Ossia tool is one of those black holes of Finale that simply 
remain because it's easier to leave them than to fix them or remove them.

The answer to the problem is to add the 3rd staff, add the music to the 
two measures where it's needed, tell the staff tool to hide the empty 
staves and then use a staff style to hide any empty measures.  (I was 
wrong initially -- they took out the "optimize" function and moved it to 
the Staff Tool where it's more clearly labeled "hide empty staves".)
