A thought along these lines might be to have a user-defined key combo that would move items (like staves) a larger amount away from what we can now set in Document Options. What I was thinking was similar to what you can do in Adobe Illustrator, where if you hold down the Command key, any selected item would more 10 pixels, or any other user-defined amount. I find I use that a ton in AI.
I've been wrestling with exactly the same staff issues Robert mentions. I'm going thru an enormous old Finale file in Fin2K11 (over 1800 measures) for a client, and this new staff scenario is wreaking have with the old optimization feature.
