The reason I don't usually include chords in the music spacing is the very
ugly way it affects notation.

This is the way Don describes it: "My recollection of chord spacing is that
a chord taking up a lot of horizontal space wouldn't 'ride' over the next
item in the measure w/out a chord, but push it to the end of the space taken
by that chord, similar to the way lyrics used to space."

I've created 2 small PNG files to illustrate, but was unsure about sending
them as attachments to the list. Let me know if you'd like to see 'em. I
would love to see this fixed or improved in Fin2013.

Beat spacing (Ctrl-5) may help spacing for slash measures.

|I think your solution of putting rests for spacing purposes is an excellent
solution.
|That gives you the ability to control the width and chord placement quite
well. If

|duration and put twice as many rest for that part of the measure.
