Bartók also died in 1945. His method of indicating phrasing via beaming is 
widely considered obsolete, at least in American new music circles. This part 
of the notation guide reflects absolutely bog-standard contemporary American 
practice, especially for orchestral/large ensemble works. 

As far as I'm concerned, the reasoning given in the guide is 100% correct. 
Beaming reinforces meter. Beaming should not be used to indicate phrasing. 
There are plenty of other ways of doing that besides employing non-metrical 
and/or over-the-barline beaming.

You'll disagree, of course, but I'd expect that no one is ever sight-reading 
the types of music you normally engrave!
