I believe Adjust Baselines works in expressions, too. The main thing that text blocks have over expressions is automatic line breaks based on a frame or shape. For big blocks of text (paragraphs or longer, for example), this is a fairly big deal.
The other thing I would like to see is page-based positioning options for meas-attached expressions. With that, I don't think I would have much need for single-page text blocks.
